The short answer
Zenobet is a licensed online casino and sportsbook, launched in 2025, that accepts players from Canada. It is not a clone, a mirror or a shell: the operator publishes its company name, its registration number, its licence number and a payment agent with a Cyprus registration. All of that sits in the footer of every page and again in its terms, version 1.6, dated 1 June 2026.
What it is not is a regulated Canadian operator. Anjouan is an offshore licence. There is no provincial regulator standing behind a Zenobet account, and a dispute ends with the company rather than with an outside body. That is the same position as most crypto friendly casinos open to Canadians, and it is the context for everything below.

Who runs it, in the operator's own words
The footer names Zenobet Ltd, a company incorporated in the Autonomous Island of Anjouan, Union of Comoros, with Company Number 16027 and a registered address at PO Box 1212, Hamchako, Mutsamudu. The licence is issued by the Anjouan Offshore Finance Authority under number ALSI-202509034-FI1, in accordance with the Betting and Gaming Act 2005.
Card and bank payments are handled by Zenrompol Limited, described as a subsidiary acting as payment agent, registered in Cyprus under number ΗΕ 476244 at Kimonoss 2, Limassol. That is a common structure for offshore casinos: the licence sits in one place, the money moves through a company in the European Union.

The Curacao licence that is not there
Search for the brand and you will find review pages that give Zenobet a Curacao licence, OGL/2024/913/0609, sometimes alongside the Anjouan number and sometimes instead of it. We went through the operator's footer and the full terms looking for it. Curacao is not mentioned once. The only licence Zenobet claims for itself is the Anjouan one.
That matters for a practical reason. If you ever need to complain, you complain to the body that issued the licence the operator actually holds. Writing to a regulator that never licensed the company gets you nowhere. Treat any page that leads with Curacao as working from old or copied information, and check the rest of its numbers too.
Can you play from Canada?
Yes. Clause 4.1.3 of the terms lists the countries whose residents may not open an account or play from there: Austria, France and its territories, Germany, the Netherlands and its territories, Spain, the Union of the Comoros, the United Kingdom, Russia, the United States and its territories, every country on the FATF blacklist, and any jurisdiction the Anjouan authority deems prohibited. Canada is not on it, and neither are Finland or New Zealand, the other two markets the brand clearly targets.
The storefront backs that up. Seen from Canada it opens normally and prices everything in Canadian dollars; seen from a restricted country it shows a banner saying Zenobet is not available in your region. The interface comes in English and Finnish only, and CAD sits next to NZD, EUR, USD and five cryptocurrencies in the currency list. Using a VPN to get around the restriction is exactly the kind of thing clause 8.8 names as grounds for not paying out, so do not.
Lookalike sites that call themselves official
The brand search in Canada is crowded with third party pages, and some of them go further than a review. There are websites on domains built from the Zenobet name that present themselves as the official Canadian casino site, with a welcome figure in the title and a login button that sends you somewhere else. They are not run by Zenobet Ltd.
You can usually tell them apart by what they get wrong. They quote a Curacao licence, they list Visa, Mastercard, e-wallets and prepaid vouchers that the operator does not list, and they print welcome figures such as C$500 with 150 free spins that match no offer on the real storefront. Scam checker sites have pages on several other zenobet domains as well, which is another sign of how many copies are floating around. The real casino trades as Zenobet.com. The real risks, which are in the payout rules
A licence tells you the company exists. The terms tell you how it behaves when you want your money, and Zenobet's section 8 has three rules that no review we read explains properly.

If a deposit has not been wagered at least five times, the company may charge an administrative fee of 8%, minimum EUR 4, on the withdrawal. Until wagering is met, it may also limit you to the deposit less fees and hold back winnings.

Withdrawals are capped at EUR 10,000 a month. Once your balance is at least ten times your total deposits, the cap drops to EUR 5,000 a month.

Withdrawals go back to the method you deposited with, unless the company agrees otherwise.
None of these are unusual in the offshore market, but together they shape what a big win is worth. A player who turns C$200 into C$20,000 is well past the ten times line and will be paid out over several months. The full picture is on our withdrawal page and in the payments guide.
The bonus step that trips people up
The other thing that looks like a problem and is really just a process: the welcome bonus is not picked in the cashier. You register, verify your email address, and wait for a message titled 1st Deposit Bonus; the offer is claimed from the link inside it. A deposit made before that arrives as plain cash, and support has to be asked to fix it. Complaints that the bonus never appeared almost always come down to this. Where the operator could do better
A few loose ends are visible on the storefront itself. The VIP page still promises early access two weeks before the official platform launch, wording left over from before the launch. The content system carries end user terms for a studio that is not among the 23 providers the games API returns. The Promotions area shows empty tabs for sports bonuses and tournaments. None of this touches your money, but it is the sort of detail a mature operator cleans up.
On the positive side, the terms are published in full and dated, the company details are consistent across every page we read, and the offers in the bonus API match what the storefront shows in Canada. That is more than the lookalike sites manage.
Verdict
Zenobet is legitimate in the sense that matters first: a named company with a licence you can look up, open to Canadian players, with its rules written down. It is an offshore casino, so your protection is the terms rather than a regulator, and the terms are where the friction lives: the 8% fee on quick withdrawals, the monthly caps and the email step on the bonus.
If you read those three rules and they suit how you play, there is no reason to avoid it. If you want a provincial regulator behind your account, this is not that product.

Is Zenobet a real, licensed casino?
Yes. Zenobet.com is run by Zenobet Ltd, Company Number 16027, registered in the Autonomous Island of Anjouan, Union of Comoros, and licensed by the Anjouan Offshore Finance Authority under licence ALSI-202509034-FI1. That is what the footer and the terms (v1.6) state.
Why do some sites say Zenobet holds a Curacao licence?
Several rating sites print Curacao OGL/2024/913/0609. That number does not appear anywhere on the operator's own site, in its footer or in its terms. The only licence the operator names is the Anjouan one.
Can players from Canada sign up?
Yes. Canada is not on the restricted list in clause 4.1.3. The countries that are shut out include Austria, France, Germany, the Netherlands, Spain, the United Kingdom, Russia, the United States and every FATF blacklisted country.
Is a site calling itself the official Zenobet Canada site the real one?
Not necessarily. There are lookalike domains built around the brand name that present themselves as the official Canadian site, quote a Curacao licence and list cards and e-wallets the operator itself does not list. The operator trades as Zenobet.com; anything else is a third party.
